How it is played
It is played as a scramble, but the player whose shot was chosen does not play the next shot (Committee Procedures, 9C). It is also known as Dropout scramble, Step aside, Stand aside or Stand out.
The cases that raise questions
Who sits out.
Only the player whose shot has just been chosen, and only for the next shot (Committee Procedures, 9C).
Under the RulesR&A, Committee Procedures, Section 9: Other Forms of Play
Handicap
The terms of the competition set it.
WHS Appendix C gives no allowance for this format: there is no recommended or usual percentage, and the one for a similar format does not carry over. If the terms of the competition do not say, the Committee decides.

Organise it with MorrisBasis in the Rules
Not a form of play of its own in the Rules: Rule 21.5 lets them be adapted and the R&A describes it in its Committee Procedures (Section 9C). Whatever that does not cover is set by the terms of the competition.
