Morris on the bag
How many clubs in a golf bag? The 14-club rule
Fourteen is a limit, not a target. The rule is easy to break by accident, especially with a borrowed set or a club someone left in your bag, and the penalty is one of the larger ones in the book.

The penalty at a glance
| Format | Penalty | Maximum |
|---|---|---|
| Stroke play | 2 strokes for each hole with the breach | 4 strokes per round |
| Match play | Match score reduced by 1 hole for each hole with the breach | 2 holes per round |
What counts, and when
The count includes every club carried by you or for you: in the bag, in a trolley or in a buggy. Separated parts of a broken club that you had at the start are not counted. You also cannot use a club another player on the course is using, even in a different group or competition, and you cannot build a club from parts carried by anyone on the course.
The practical check is simple: count before the first tee and write the number in your head. If you share a bag or take a club from a friend for the day, count again.
Which 14?
The Rule does not tell you which clubs to carry. For the choice, see what golf clubs do I need, and for the extras that fill the bag, the golf bag essentials. If you are still deciding between a half set and a full one, the best golf clubs for beginners starts from what to leave out. The rest of the rules you will meet are in golf rules explained.

Questions about the 14-club rule
How many clubs can you carry in golf?
Fourteen at most. Rule 4.1b says you may not start a round with more than 14 clubs or have more than 14 during the round. Clubs carried by you or for you count, wherever they are in the bag or the buggy.
Do I have to carry 14?
No. The Rule is a ceiling. A beginner with a half set of 7 clubs is perfectly legal, and a player who starts with fewer than 14 may add clubs up to 14 during the round. A club counts as added when you make your next stroke while holding it.
What is the penalty for 15 clubs in stroke play?
Two penalty strokes for each hole at which the breach occurred, up to a maximum of four strokes for the round. If you notice between holes, the penalty is applied to the hole you just completed.
What is the penalty in match play?
You finish the hole, then the match score is reduced by one hole for each hole at which the breach occurred, up to a maximum of two holes for the round. For example, someone who realises on the third hole and then goes three up is reduced to one up.
What do I do when I find I have too many?
As soon as you realise, take the extra club or clubs out of play before your next stroke. If you started with too many, you choose which to remove; if you added clubs, the added ones have to go. Putting it in the car or turning it upside down in the bag are common ways to show it is out of play.
Can I replace a club that breaks or that I lose?
A club damaged during the round stays legal for the rest of it: you can keep using it, repair it or replace it, but if you replace it you must take the damaged one out of play. A lost club is different: if you have 14, or have added up to 14, you cannot replace a club you lose. You also cannot borrow a club from another player on the course.
